University of Richmond
USAC Purpose

The purpose of the University Staff Council (“the Council”) is to provide a forum for issues, concerns, interests, enhancements, and information that may apply to the staff of the University of Richmond.  The Council shares information, discuss issues and ideas and serves as a liaison between the staff and the administration.  Council representatives are responsible for soliciting and conveying the opinions of their fellow employees to the Vice President for Business and Finance or his designee.  In addition, the Council communicates to the university staff the results of the meetings.  The Council is not vested with binding authority, but serves to provide input and recommendations to the administration regarding staff interests and concerns as they bear upon the life and operation of the institution.

Note: Staff refers to all non-faculty employees at the University unless otherwise noted.

Organization

Chaired by the Vice President for Business and Finance or his designee, the Council consists of up to 21 representatives, to be nominated by staff and then elected by staff members within various job categories:

Managerial/Administrative            8 Council representatives
Clerical/Support Services             6 Council representatives
Service/Maintenance                    7 Council representatives

Representation for each job category is based upon the number of staff in each category at the time of election, at an approximate ratio of 1/50.  Nominations are solicited from all staff.  All members of the staff has the right to vote in any election to determine the membership of the Council.  The Associate Vice President for Human Resource Services serves as a non-voting ex officio member of the Council.

Members of the Council are elected to a term of two years.   Every spring approximately half of the council is elected.  Expiring terms will end and new terms will begin to coincide with the change of the fiscal year, June 30/July 1.

Attendance at monthly meetings is expected, with an anticipated time commitment of two hours per meeting.  Additional meetings may be called as needed.  A council representative may be asked to re-evaluate his/her commitment if three regularly scheduled meetings are missed in one calendar year.  In the event of an unexpected vacancy, the next staff member with the highest number of votes from the last election will be asked to serve the remainder of the term.
