University of Richmond Instructor Named Nation's Top ROTC Instructor

Master Sgt. James I. Carver III, an ROTC instructor at the University of Richmond and Longwood University, has been named national instructor of the year for the U.S. Army Cadet Command.
Carver was selected from 626 instructors teaching at 272 Army Senior ROTC programs. Michael Peters, Eastern Region Sergeant Major, will present Carver with the award on campus 9:45 a.m. Sept. 14 in the Hall of Fame Room in the Robins Center. Peters is the senior noncommissioned officer for the Eastern Region, which consists of the 132 ROTC programs in the eastern half of the United States.
Carver first was named most outstanding instructor in the 4th Brigade, which consists of 19 ROTC programs in Virginia and North Carolina. Next he was named best in the Eastern Region and finally best in the nation.
The instructors were evaluated by a national board, who reviewed each candidate's nomination letter, a 15-minute videotape of the instructor teaching class, and the nominee's narrative about the challenges and greatest contribution as an instructor. Specific criteria included tactical and technical knowledge and communication skills.
The 4th Brigade Sergeant Major, Larry Turner, also will be on campus Sept. 14 to hold a conference with Virginia senior noncommissioned officers. Turner is the senior noncommissioned officer of the brigade.
The University of Richmond ROTC program is ranked 28th out 272 in the nation and was recently named as one of the "Commanding General's Top 15 Percent."
