Attorney General Robert F. McDonnell to speak at University of Richmond Forum

On Thursday, January 25, 2007, the University of Richmond Law Review will host a forum, "Avoiding Constitutional Conflicts in a Divided Executive," exploring the legal and political implications of constitutional conflicts between governors and attorneys general. Virginia Attorney General, the Honorable Robert F. McDonnell, will present the keynote address. Michael Signer, former Deputy Counselor to Governor Mark R. Warner, will debate this topic with Professor William Marshall, former Deputy White House Counsel under President Bill Clinton.
Michael Signer is an associate at the Washington, D.C. office of Wilmer Cutler Pickering Hale & Dorr, LLP and author of "Constitutional Crisis in the Commonwealth: Resolving the Conflict Between Governors and Attorneys General," recently published in the University of Richmond Law Review. William Marshall is the William Rand Kenan, Jr. Professor of Law at the University of North Carolina School of Law. Professor Marshall published "Break Up the Presidency? Governors, State Attorneys General, and Lessons from the Divided Executive" in the Yale Law Journal.
