Carmen Foster to Head Master's Program in Leadership Studies at University of Richmond

Carmen Foster has been appointed executive director of the master in leadership studies program at the University of Richmond's Jepson School of Leadership Studies.
Foster previously held several positions in Richmond city government and was director of the master in public policy program at Harvard University's John F. Kennedy School of Government from 1991-1999.
From 1982-86, she was executive staff assistant to two Richmond mayors. She was vice president of public affairs for the Metro Richmond Chamber of Commerce from 1986-87 and from 1987-89 was assistant to the city manager. She was information manager with the city's Department of Public Utilities from 1989-91.
Foster has been a member of the State Council of Higher Education in Virginia and is currently a member of the Richmond Public Library Foundation, the Maggie L. Walker Historical Foundation and the board of the Commonwealth Girl Scouts.
Foster earned a bachelor's in mass communications from Virginia Commonwealth University, a master's in public administration from Harvard and a master's in communication from Clarion University of Pennsylvania. She has done doctoral work in higher education administration at the University of Massachusetts at Boston.
