Green holds a bachelor's degree from Duke and served in the U.S. Air Force as a command and control, disaster preparedness, future requirements and plans officer, ending his military career as deputy director for plans, U.S. Space Command. He earned a master's degree from the University of West Florida, an MBA in aviation from Embry Riddle Aeronautical University and a Ph.D. from Capella University. He was director of emergency operations for the Virginia Office of Emergency Medical Services, where he developed a state emergency medical disaster task force system that is recognized as being the most effective state-level medical disaster response system in the country. He manages an online volunteer emergency operations center that supports government and volunteer agencies in disasters.
