Douglass holds a B.A. in history from Dartmouth College and a J.D. from Harvard Law School, where he was editor of Harvard Law Review. In addition to teaching at the University of Richmond, he is a mediator for The McCammon Group in Richmond, Va. In this role, he serves as mediator in a variety of civil disputes, including commercial, construction and insurance matters and personal injury claims.

From 1987-1990 he was associate counsel in the office of the independent counsel for the Iran/Contra investigation. He has also served as assistant U.S. attorney in Baltimore and Richmond, Va. He teaches criminal law and procedure, evidence and lawyering skills (trial and appellate advocacy).
