The President of the University is responsible to the Board of Trustees and is the chief executive officer directing the operation of the University and all of its programs and services, including intercollegiate athletics. The President is the University official responsible for certifying that the University is in compliance with the National Collegiate Athletic Association (NCAA) rules.
Section 2. Board of Trustees
The control and management of the University of Richmond are the responsibility of the Board of Trustees. The Trustees have the responsibility and final authority for making and revising intercollegiate athletics policy.
Section 3. Athletic Council
To effect a closer liaison between the Board of Trustees, the Department of Athletics, and the Administration; the President will appoint an Athletic Council. This Council will consist of five Trustee representatives, five faculty representatives, two alumni representatives, two alumnae representative and two students. The Council will advise the President and aid in the review and evaluation of athletics policies, programs and personnel.
Section 4. Director of Athletics
a) Under authority delegated by the President, the Director of Intercollegiate Athletics (referred to herein as Director of Athletics) has the basic administrative responsibility for the direct supervision, approval, conduct and control of the athletic programs. The Director of Athletics reports to the President and provides the President with the documentation and recommendations necessary for decisions about athletics policy, administration, budget, personnel, programs and related matters. The Director of Athletics is responsible for the maintenance and implementation of policies approved by the Trustees and for those policies that are subject to the rules of the NCAA, Colonial Athletic Association and Atlantic 10 Conference.
b) The Director of Athletics is an ex officio member of the Athletic Council.
c) The Director of Athletics is the appointed voting representative at all NCAA meetings.
d) The Director of Athletics has overall responsibility for setting policies and standards of conduct for all representatives of the institution's athletics programs or interests. This includes the conduct of the coaches and the conduct of each program within the Department of Athletics, including adherence to budget and policy procedures.
Section 5. Faculty Committee on Athletics
The Faculty Committee on Athletics will:
a) Review all NCAA proposed legislation and discuss positions before NCAA Conventions.
b) Review new sports offerings proposals and make recommendations for acceptance/rejection/etc. The recommendations will include costs and personnel requirements.
c) Review issues involving student-athletes and social areas.
d) Serve as an oversight committee for reviewing any substantive changes to the P&P Manual. Adjustments made to reflect changes in such items as conference affiliation, NCAA-directed legislative changes and procedures, CAA-directed policies and procedures, and University changes in mileage and per diem rates are not considered substantive and would not require review.
e) Serve as a sounding board for the faculty/staff and be responsible for reporting all matters about athletics to the faculty.
f) Advise the Director of Athletics on areas about athletics and student-athletes.
Section 6. Faculty Athletics Representative
Each year the Director of Athletics recommends a member of the full-time faculty (voting member) for appointment by the President to serve as the Faculty Athletics Representative to the NCAA. It is expected that the individual appointed would serve in this capacity for four years, though the appointment is to be an annual one. This appointee serves as the Chairperson of the Faculty Committee on Athletics. The qualifications of the appointee will be according to the requirements of the NCAA [Article 6.1.3]. The Faculty Athletics Representative will be a member of the Athletic Council.
The person appointed as the Faculty Athletics Representative will not serve more than two consecutive four-year terms. (An individual completing his or her second term could be asked to extend an additional year, if the best interests of the University are served by such an extension.) An individual who has served two consecutive terms is eligible to serve again, but only after he or she has been away from this responsibility for at least two years.
The responsibilities of the Faculty Athletics Representative are:
a) To represent UR and be an alternate voting representative at meetings of the NCAA;
b) To certify (after certification by the Registrar) the athletic eligibility of UR student-athletes. The Faculty Athletics Representative and Registrar will provide the Athletic Council with a report of all certifications of eligibility.
