F-1 or J-1 students who are maintaining status may transfer their status from one U.S. Citizenship and Immigration Services (USCIS, formerly the Immigration and Naturalization Service or INS) approved institution to another without leaving the US as long as they follow these notification procedures:

1. Inform the school/program where you are currently or most recently enrolled of your intent to transfer so they can transfer your SEVIS I-20/DS-2019 record to UR. You must also complete the I-20 Authorization Form for Richmond and submit the F-1/J-1 Transfer Request Form (see #2) to the International Student Advisor (ISA) at your current institution/program to verify that you have been maintaining status and are eligible for a transfer.

2. Once UR receives I-20 Authorization Form and the F-1/J-1 Transfer Request Form, a new I-20/DS-2019 from Richmond will be issued on the release date specified by the ISA at your old school/program. Please provide the ISA at UR a mailing address and phone number to send the new I-20/DS-2019.

3. Within 15 days of enrollment at UR, submit your new I-20/DS-2019 form, your I-20/DS-2019 form from your old school, valid passport, and I-94 card to the ISA for photocopying.

F-1 students may also transfer their status by leaving the US. Follow the above procedures. If your visa from your old school is still valid, you can enter the U.S. with it and the I-20 from Richmond. If your visa is expiring you will need to use Richmond's I-20 to apply for a new visa at the U.S. consulate or embassy in your home country. Keep your old I-20 for your records and use your Richmond I-20 to enter the U.S. At the port of entry, the immigration official will process this form thereby notifying the USCIS of your transfer. Within 15 days of enrollment at UR, bring your Richmond I-20, I-20 from your old school, F-1 visa, I-94 card, and passport to the ISA for photocopying.

If you are a J-1 student, you must apply for a new visa stamp for the University of Richmond using your new DS-2019 at the U.S. consulate or embassy in your home country. Keep your old DS-2019 for your records and use your Richmond DS-2019 to enter the U.S. At the port of entry, the immigration official will process this form thereby notifying the USCIS of your transfer. Within 15 days of enrollment at UR, bring your Richmond DS-2019, DS-2019 from your old school, J-1 visa, I-94 card, and passport to the ISA for photocopying.
