As Secretary of the Department of Health and Human Services, you will be responsible for advocating the physical well-being of American citizens.  Currently, there is much controversy over where government responsibility ends and personal responsibility begins.  You must decide what health services citizens are entitled to as basic rights.  Consider how the media and interest groups have responded to government control over health-related issues.

How can the President find a balance between providing for the health needs of her citizens and recognizing the limitations of government funds?
